The Negative Effect of Nomocracy Dilatoriness on Nomocracy

法治迟缓表现为立法缓慢、执法不力、司法延误、守法观念淡薄等多种形式。法治迟缓阻碍了法治精神要件、实体要件及形式要件的形成和贯彻,致使法治主体丧失法治信念,法治客体得以无限制的膨胀和扩张,法治的标准难以有效确立、深入人心。法治国家建设由此变得遥不可及。

Nomocracy dilatoriness presents itself in following ways：the legislation is slow-moving, the enforcement of law is not strong enough,judicature is dallied over and people＇s law-abiding consciousness is faint. Nomocracy dilatoriness obstructs the formation and implementation of the essential items of spirit,entity and modality,which leads to the subject of the nomocracys, forfeiture of the faith in law, the unlimitedly inflation and extension of the object of the nomocracy. As a result,the standard of nomocracy is hard to establish eftectively and hard to take root in the hearts of the people. Consequently,the building of a country under the rule of law would become unreachable.
