In this paper, the development of the groundwater hydrant permission management system is presented and discusses the design and realization of distributed electronic government system based on Web Services. The electronic government system has a merit of seamless integration with GIS and realizes the seamless integration of span-flatform and isomate system, and realizes distributed computation.
