摘要
汨罗市现行土地利用总体规划(1997—2010)自实施以来,取得了一定成绩,面临着社会经济快速发展,也显露出与之不相适应的问题:①城镇用地供需矛盾突出;②耕地减少,耕地总量保持动态平衡尚有一定难度;③土地利用效率较低的压力。文章在分析的基础上,提出了此次规划修编的指导思想、目标定位和原则,并从宏观和微观层面探讨了土地利用总体规划修编思路。
Miluo city has acquired some achievement since present land- use collectivity planning（ 1997 - 2010） put in practice, hut has untold problems which are not on speaking terms at the same time. The planning is confronted with many pressure, include town land - use offerings and requires conflict extrude with fast development of society economy, plowland decrease result in having quite difficulty to keep homeostasis of plowland gross and land - using efficiency obvious low - lying. Basing on the analysis, the paper brings forward guidance idea and principle, discusses the consider pathway of county （town） land - use collectivity planning from lay of macroscopic and microcosmic.
