试论我国周期性和结构性财政赤字

On China's Periodical and Structural Financial Deficits

改革以来,随着我国经济增长格局和速度的显著变化,财政收支也相应出现了持续的赤字。本义试图在建国40年来财政收支平衡总体状况的背景下,从周期性和结构性两个角度来探讨改革以来财政赤字形成的原因,以便为解决财政赤字的政策建立实证分析的基础。本文得出的基本结论为:第一,我国40年来的财政收支状况从总体上看处于低态逆差的状态,而近10年则处于较严重的逆差状态;第二,我国存在着周期性财政赤字。

This article tries to the cprobe into the causes of the financial deficits which have appeared since the beginning of China's economic reform from the two angles of their periodicity and structure under the background of the general state of balance of revenue and expenditure for the 40 years since the founding of the People's Republic of China so as to lay a basis of positive analysis for the policy of eliminating financial deficits.
