欧洲的经验与东亚的合作

Cooperation in East Asia and the European Experience

作者主要是从欧洲经验的视角来考察东亚的合作。区域的一体化与合作在概念上有着本质的区别。对于东亚来说,目前还只停留在合作的初级阶段。与欧洲对一体化有着内生的需求不同,东亚的合作动因主要来自外生的结构性压力。当前,东亚推进区域合作面临的首要任务是建立对命运共同体的共同认识,欧洲的一些一体化成功经验能够为东亚形成命运共同体的认识提供帮助。

In this article, the author examines East Asia cooperation in the context of the European experiences. Regional integration and cooperation are essentially different. The author argues that for East Asia, cooperation is still at the primary stage. Unlike the endogenous drives for European integration, the major impetus for East Asian cooperation is from exogenous structural pressures. The author concludes that currently the foremost and primary task for East Asia to promote re￣gional cooperation is to reach a common understanding about the fate of the community. In this respect, the successful experiences of European integration will be of some help.
