水资源承载能力三层次评价指标体系研究

Research on three hierarchies evaluation index system of carrying capacity of water resources

在总结已有水资源承载能力指标体系的基础上,结合定义,提出了水资源承载能力三个层次的概念,即水资源承载主体的水资源系统、作为承载客体的社会经济系统及生态环境系统和承载水平以及水资源合理配置下的主客体耦合,并建立指标体系的4点原则,即目的性原则、可证实性原则、适当超前原则和可操作性原则,在此基础上,提出了水资源承载能力三个层次的评价指标体系。应用指标体系计算出了海南省水资源承载能力状况,而评价结果与海南现状实际情况也是一致的。

Based on the index system of carrying capacity of water resources and combined with the definition, the conception of the three hierarchies on carrying capacity of water resources has been put forward as the carrying subject of water resources, the social economic system and ecological environmental system as the carrying object and the carrying levels as well as the coupling of subject and object under reasonable distribution of water resources. Set up four principles of index system, that was, purpose principle, verifiable principle, proper advancing principle and operative principle. On the bases of it, this paper put forward the three hierarchies evaluation index system of carrying capacity of water resources, and used this index system to assess the carrying capacity of water resources in Hainan Province. The appraised results were consistent with the Hainan actual conditions.
