科学发展观与构建和谐社会是密切联系的,科学发展观是指导发展的世界观和方法论的集中体现,是构建和谐社会的理论依据和理论指导,构建和谐社会是落实科学发展观的具体实践和生动体现。两者是相互促进,内在统一的。提出科学发展观和构建社会主义和谐社会,就是为了把发展与和谐更好地统一起来,实现两者的良性互动。既不能离开发展去片面追求社会和谐,也不能只顾发展而无视人们对社会和谐的愿望。要努力在发展中实现和谐,在和谐中促进发展。以发展保证和谐,以和谐推进发展,应当成为我们的价值理想和不懈追求。

The scientific outlook on development is closely related to the building of a harmonious society. The former, which embodies the worldview and methodology central to proper development, provides the theoretical basis and guidance for the building of a harmonious society, while the latter represents the concrete implementation of such a perspective. The two strategic policies are therefore consistent with each other and mutually conducive. Indeed, they are put forward precisely in the hope of achieving better unity between economic development and social harmony. It should be our relentlessly pursued goal to establish a mechanism by which economic development ensures social harmony and social harmony in its turn promotes economic development.
