高等教育扩张与大学生就业难剖析

Higher Education Expansion and Employment Difficulty of College Graduates:Current Status,Problems and Countermeasures

本文简要回顾了1999年以来我国高等教育扩张情况及其影响。鉴于“十一五”期间我国就业面临着劳动力总量和18～22岁年龄组别的供给双高峰,“十一五”期间高等教育发展政策应在适度扩大招生规模的基础上,重点转向提高教育质量。同时,做好就业服务和就业指导,以及完善劳动力市场体系等工作,解决大学生就业的难题。

This paper briefly introduces the status of higher education expansion since 1999 and analyzes its impacts. Considering the two-peak supply situation of aggregate labor forces and youth labor forces aged 18-22 years old in the Eleven-Fifth Planning time period, this paper puts forward the following policy suggestions to solve the employment difficulties of college graduates： shift the policy emphasis of higher education development to the enhancement of education quality with a moderate growth of higher education size, improve of employment service and employment guidance to college graduates, and strengthen the construction of labor market system, and so on.
