完善环境影响评价制度是实现循环经济的保障

Improving EIA System: the Guarantee of Achieving Circular Economy

循环经济已经成为我国21世纪环境保护的战略选择,它必将带动我国的环境影响评价进入第4个阶段———交叉、全面评价阶段.为了适应循环经济发展的需要,从循环经济的内涵和环境影响评价的任务出发,分析了二者间的联系和相互促进作用;指出在当前形势下应当把“资源合理利用”作为继“达标排放”和“总量控制”之后环境影响评价的又一个刚性目标;建议制定循环经济红线指标体系,并提出了建立指标体系的原则.同时指出,要抓住“产业链”的建设拓展环境影响评价的内容和范围,注重跨行业、跨企业之间的联系,充分考虑“产业链”的可行性、柔性和风险性,调整公众参与的对象,重视“产业链”中企业和公司法人的意见.

Circular economy has become the strategic choice of environmental protection in the 21^st century. It will definitely bring EIA into the fourth stage, i.e. ＂crossing and comprehensive assessment stage＂. In order to adapt to the development of circular economy, the authors start from the connotation of circular economy and the task of EIA, analyzes their interrelationship and interaction, and points out that in the current circumstance, ＂rational utilization of resources＂ should be regarded as another definite goal of EIA following the goal of ＂Discharge up to Standard＂ and ＂Gross Pollution Control＂. It is suggested that redline indicator system of circular economy should be formulated. The principle of formulating this indicator system is proposed. Meanwhile, it is necessary to promote the development of ＂Industry Chain＂, expand the content and scope of the assessment, emphasize the interrelationship between trans-industry and trans-enterprise, fully take the feasibility, flexibility and risk of ＂Industry Chain＂ into consideration, adjust the scope of public participants, and focus on the opinions from legal person of enterprises and companies that are on the ＂Industry Chain＂.
