On the Process of the Land Legislation of Nanking National Government before the Anti-Japanese War

土地立法是南京政府时期的重要立法内容,受到各方的关注。这一进程主要包括土地立法的酝酿和准备,也就是土地立法思想的形成和政权的建立阶段、各项土地法规的制定阶段以及土地法的修改及准备实施阶段。从土地立法的进程可以看出,这一部门法的制定既“快”又“慢”,且颇具功利性。

This paper tries to sketch out the process of the land legislation of Nanking National Government before the Anti Japanese War. This legistlation is the core issue of Nanking National Government and draws attention from all walks. This process mainly includes three phases： the phase of formation, the phase of formulation and the phase of amendment. Judged from the process, this legislation has a great utility character which has influenced the speed of the figuration of the law.
