开放条件下的中国区域经济发展问题

Problems in Developing Chinese Regional Economy under Opening Circumstance

区域经济的协调平衡发展是我国经济持续有效增长的应有之义,但区域产业结构趋同、经济发展差距扩大已成为我国经济增长中的重要问题。由于体制、政策和市场上的缺陷,我国未能充分利用大国经济在分工、产业、竞争等方面的专业化、规模经济、外部经济等效应,在不同产业、不同产品之间因外部性、互补性而导致的聚集经济效应,在政府生产和提供公共物品方面的成本优势,以及其他方面的大国经济优势。同时,未能充分利用和享受大国经济在开放经济上的外部效应。相反,在许多方面进行了规模巨大的重复投资,非对称性的对外经济政策和外商直接投资在一定程度上加剧了我国区域发展的不平衡性。在此基础上,运用外部效应、公共物品、规模经济等分析工具,尝试地提出了一个解释大国区域经济发展和长期经济增长问题的理论框架,以及经济发展战略、市场竞争政策、创新战略、国际经济政策等区域经济政策问题。

The purpose of sustained economic growth should be a coordinated and balanced program of regional economic development. However, there are vital problems in current China, such as interregional industrial structure similarity and implicative gap of economic development. This paper makes an attempt to analyze the validity of market, government and the effect of big power and the economy under the opening condition, and introduces a theoretical framework for interpreting the relationship of regional and long-run economic development. The analysis and interpretation are undertaken under the con dition of globalization and opening condition.
