从消除农村健康贫困的角度看农村医疗救助与新型农村合作医疗有机衔接的必要性

The Organic Link up the Rural Medical Assistant and the New-cooperative Medical System From the View of Avoid the Healthy Poverty in the Rural Area

我国农村健康贫困客观存在,而且呈现地域性健康贫困、阶层性健康贫困与政策性健康贫困并存的现象,健康贫困的表现呈现多元化的特征。农村医疗救助与新型农村合作医疗2个制度在目标上的一致性及其实现方式上的互补性,两种基金的有限性及其管理主体的不同性及在消除农村健康贫困的重要性等方面,都要求二者有机结合,最大限度地提高两种基金使用的公平性及有效性。

The healthy poverty is the reality of rural area in China, and presenting the phenomenon that region＇s health poverty, stratum＇s health poverty and policy＇s health poverty coexists. The pluralistic characteristic has appeared in the behavior with healthy poverty. There are some reasons require the Rural Medical Assistant and New-Cooperation Medical System to organically combine, such as consistency on two systems＇ goal, two systems＇ supplementary on the mode of get the goal, limited of two fund, the difference of manager and importance of avoid countryside healthy poor. In this way can improve fairness and validity of two kinds of funds to the greatest extent.
