Development of Saudi Aramco in the Oil Refining Sector

截至2005年末,沙特阿美公司拥有或控制的炼油能力为1.9亿吨/年,计划到2011年增至约3亿吨/年,增长近60%,其中国内外炼油能力各占一半,合资炼厂和国内全资炼厂所需新增的原油供应量为1亿吨。沙特阿美公司总体遵循商业可行的原则开展炼油业务,但其战略出发点在国内炼油项目、国内出口型炼油化工项目和国际合资项目上各有所不同。沙特阿美公司不仅要极大地增加炼油能力,还要延伸产业链,大规模地进入石油化工领域。沙特阿美公司计划在今后五年内与其合资伙伴共同投资数百亿美元,用于扩大国内外炼油化工能力的建设,并使炼油和化工业务成为继原油、天然气之后的第三和第四大战略业务。这些石油化工项目都将遵循几个原则:通过合资建设,通过债务或项目融资,公司股票挂牌上市。

The oil refining capacity owned or controlled by Saudi Aramcoamounted to 190 million tons by the end of 2005, and is projectedto amount to 300 million tons per year by 2011 at a rate of nearly 60%(half at home and abroad respectively). While focusing uponcommercial feasibility when developing its oil refining business, thecorporationf ollowedd ifferents trategica pproaches whenu ndertakingdomestic oil refinery and export-type oil refinery projects from thosefor international cooperative ones. It aims not only to considerablyincrease its oil refining capacity, but to extend its chain of operations,penetrating its presence into the petrochemical field. The corporationplans to invest along with its partners tens of billions of dollars intothe petrochemical field within the next five years to beef up its Tcapacity for oil refining and chemical processing at home andabroad, and turn its oil refinery and petrochemical business into itsthird and fourth largest strategic businesses following crude oil andnatural gas. The projects to be undertaken in these fields will bedeveloped through joint ventures, with funds raised through debt orfinancing efforts and the related stocks listed at the stock exchange.
