The Transformation of the International System and the Peaceful Development of China

国际体系包括三个主要部分:国际机制、国际秩序和大国格局。国际机制和国际秩序的变革比大国格局改变对国际体系的影响要小得多,今后相当长时期,国际机制的变革度要超过大国格局变化,却不会在根本上改变国际体系的存在和运作方式。当前国际体系的和平转型与中国和平发展道路并行是难得的战略机遇,中国在国际体系中的定位应是“在亚洲地区事务中开始发挥作用的发展中大国”,参与国际体系转型和加快国内体制创新互为条件,是中国和平发展道路的两大要件。

The international system consists of three parts: the international mechanism, the international order andthe big power structure. The influence of the changes of the international mechanism and the international order on theinternational system is much smaller than that of the big power structure. In a rather long term, there will be morechanges in the international mechanism than in the big power structure, which, however, will not radically change themodes of the international system’s existence and operation. The present international system’s peaceful transformationthat parallels with China’s peaceful development provides a rare strategic opportunity and the position of China in the in-ternational system should be “a developing power that begins to play a role in the local affairs in Asia.”The involvementinto the transformation of the international system and the acceleration of the innovation of the domestic system, each ofwhich is the condition of the other, are two important conditions for China’s peaceful development.
