The social right of housing is the basic right of human beings. The market economy system should activelydevelop and protect this right. The protection of the right is determined by the interpretation of choices of the marketeconomic modes, and more important than that, by the fundamental understanding of the socialist connotation. Adoptingor discarding effective housing policy is completely determined by whether or not, we have people- oriented values ofpublic administration, and how we understand the values.
