北洋政府时期荒政述论

Comment on the Relief Policy during the Period of Bei Yang Government

北洋政府时期的荒政包括设立日常救济机构和临灾救济机构、防灾、灾荒的勘报和救济以及对义赈的鼓励等一系列政策和措施。由于政权本身性质的原因,以及军阀纷争、财力拮据,北洋政府时期的荒政没有取得它应有的成效。

The Bei Yang Government adopted a series of relief policies and measurs including seting up the daily and the temporary relief orgnizations, taking precautions against famine, surveying and reporting and relieving of the famine, spurring on the community relief, etc. But the relief policies during the Period of Bei Yang Government didn＇t produce remarkable effect what it should do because of the nature of the Bei Yang Government, the warlords＇ dispute and the short of money.
