The higher education evaluating system largely aims at enlarging the education investment and consolidating education management and deepening education reform. It also put emphasis on teaching, the acquisition of knowledge and the moral quality and the capability of learning, doing things and innovation. It is significant to understand the contents of higher education system for the development of talents of border - control, fire and security forces.
