Chinese importing oil marine lane safety evaluation and strategy

首先对中国石油进口现状及进口来源地进行了分析,并对中国石油运输通道安全现状、通道可替代性进行了评价,进一步从装船港、运输航线、运输船队、运输份额、港口接卸、港口与船舶保安等方面对海运通道安全现状进行了评价,提出石油海运通道建设目标及为保障目标的实现所应采取的对策.

As the booming of Chinese economy ＆ oil resource restriction, importing oil will keep increasing. Based on analysis of importing crude oil quantity and the source, importing petroleum lane safety will have been a big challenge until China is strong enough to make balance with other big countries. The petroleum importing safety system was suggested. Existing ＆ potential oil importing lanes were evaluated based on their capacity, reliability and economy. For the marine lane, the safety related factors were evaluated, such as status of source country, geopolitics, loading ports, straits, unloading ports, transportation share of domestic fleet , antiterrorism, etc. Finally the policy and measures were suggested to improve the safety of importing petroleum.
