Physical education in the western regions lags behind that in the east, which mainly is a destitution of an innovation of sports culture. The innovation of sports culture is the foothold for the ＇development of the sports in the west. The west is profuse with predominant resources like sports tour;, therefore one of the promising approaches to develop the sports in the west is to develop sports tourism.
