摘要
在两地之间已有一条免费公路的情况下,要修建一条平行的收费公路,有规制的建设模式是较为理想的投资方式.对模型的成立条件进行分析,通过计算,得知当非公有企业的效率达到一定程度时,本模型有着较好的实际意义,对收费公路项目建设实践有着重要的指导作用.
This paper demonstrates that build-operate-transfer(BOT) model with regulation is an ideal way to invest a parallel toll road when there is a free road available in the road networks. And then, efforts are made to analyze the condition for BOT model. This model has better actual meaning through calculation when the efficiency of private partnership reaches to certain degree. The proposed model brings out some important conclusions of instructional significance in traffic projects related to toll roads.
