高新区发展潜力统计指标体系初探

Study on the construction of evaluation index system for the potential capability of high-tech zone

以温家宝总理在新时期为高新区提出的“四位一体”定位目标作为高新区发展潜力统计指标体系的依据,从高新区自主创新、创新创业环境、高新技术企业、高新技术产业、经济集约化五个方面,构建了高新区发展潜力统计指标体系,通过该指标体系可以为各高新区的发展提供自我评价以及横向比较的依据。

In order to give fair judgment for the high-tech zones,this paper takes what premier Wen Jia-bao has said,about integrating four parts into one body as the basis to construct an evaluating index system which focuses on the innovation,environment,high-tech enterprises,high＇tech industry and intensive economy. This index can also give the standard for the self-evaluation and comparison among high-tech zones.
