水务一体化管理与数字流域建设

Integrated Management of Urban and Rural Water Affairs and the Construction of Digital Valley

在国际广泛认同的水资源综合管理原则的基础上,分析了水务一体化管理的实践基础和科学基础,提出以流域管理为基础、流域管理和行政区域管理相结合的城乡水务一体化管理模式；并通过研究数字流域的基础平台建设和数字流域模型,提出水务一体化管理的保障措施。

Based on the international agreement of Integrated Water Resources Management, the paper analyzes the practice and science fouadation of integrated water affairs management, and puts forward integrated urban and rurual water affairs management system. This system should be on the basis of valley management and integrate valley and district management, Then with the further research on construction of foundation platform and digital valley model,some measures are suggested for the water affairs management.
