对目前中国循环经济理论研究的几点思考

Reflections on the Current Research Situation of China′s Circular Economy

中国的循环经济是在借鉴德国、日本发展循环经济、建设循环型社会的经验和实践的基础上,根据我国的现实国情和未来发展的需要,而对这一理念在内涵和实践应用方面的进一步探索和扩展。循环经济之所以能够在中国受到重视和强力推动,更多地是来自现实的需要而不是理论上的成功。如何结合我国当前和未来社会经济可持续发展的需要,在更高的层面上把握和研究循环经济的内涵和实现途径问题,对中国的学术界特别是经济学界来说,既是一次难得的机遇又是一个重要的挑战。本文从循环经济在中国的产生背景、目标定位和理论研究等三个方面,阐述了对目前中国正在进行的循环经济理论研究和实践的理解和基本看法。

China＇s circular economy, based on Germany and Japan＇s experience and practice in developing circular economy （or ＂the economy of closed-substance-cycles＂） and constructing circular society, meeting the needs of the current situation and future development of China, is the further exploration and expansion of this concept in terms of connotation and application. Nonetheless the reason why the circular economy receives such great consideration and forceful propelling is more of realistic needs rather than the success of theory construction. It is both a favorable opportunity and an imminent challenge to the economic circles in China to advance the study of China＇s economic problem at a high level under the umbrella of circular economy in light of the sustainable development of China＇s current and future social economy. This paper expounds the authors＇ understanding and basic viewpoints on the circular economy being carried out in China at present from the following three aspects, the background of the introduction of the concept of circular economy into China, its targets and objectives, and the present and future academic research trends.
