《治安管理处罚法》在设定、实施治安管理处罚的具体规定中,对违反治安管理行为人的态度有了重大的变化,即从一定意义上的“怀疑”与“对立”转变为“信任”与“协作”,这种转变要求警察在执法办案中必须相应地调整与违反治安管理行为人之间的关系,与之建立相互信任、协作的“医患关系”。

There has occurred a great change in the attitudes towards the doers who have violated the regulations of public safety and security administration in the establishment and implement of the concrete regulations in ＂Law of Punishments in Public Order and security Administration, or in other words, it refers to the change of attitudes from the former ＂suspect＂ and ＂contradiction＂ to ＂trust＂ and ＂co-operation＂. Thus, this change requires the police conducting law-enforcing work to adjust their relations with those doers who violate the regulations of public security, and to establish a new form of so-called ＂doctor-patient relationship＂ with mutual trust.
