摘要
在具有一定需求弹性和调节能力的电力用户参与备用服务提供的电力市场化背景下,考虑到用户侧提供备用服务时的电价和用户需求水平的不同会造成单位容量缺电成本的变化,建立了用户参与备用服务的补偿成本(消费者剩余)模型。在此模型的基础上运用最优潮流算法研究了需求弹性对电力系统最优备用投入的影响。IEEE 14节点算例表明:随着负荷侧需求弹性的增加,发电侧备用机组的投入量逐步减小,备用投入总成本也显著降低,同时增加了系统的运营效益。
With the background of electricity market reform where it is granted that elastic and adaptive demand can provide spinning reserve capacity for the power system, the joint optimal model of spinning reserve capacity cost and load interruption cost based on optimal power flow is proposed. The model of load interruption cost considers the change of users' cost for interruption with the change of power market balance point. The influence of demand elasticity on optimal system spinning reserve is then studied. The results of IEEE 14-bus system show that along with the increment of demand elasticity the spinning reserve capacity of operation is tending towards contraction and spinning reserve capacity cost in all is also decreasing. It is also helpful to the benefit of system operation.
