摘要
中小企业在国家经济社会发展中发挥着重要作用,并在技术创新方面具有突出的表现。改革开放以来,我国65%的发明专利、75%以上的技术创新、80%的新产品都是由中小企业完成的。为进一步提高中小企业自主创新能力,“十一五”期间,国家发改委将积极推进实施中小企业技术创新工程。以企业为主体,市场为导向,建立健全产学研相结合的中小企业创新支持体系,引导中小企业向“专、精、特、新”方向发展,推动中小企业自主创新、联合创新、引进消化吸收再创新,增强企业竞争力,促进中小企业健康快速发展。
In order to improve the independent innovation ability of small and medium enterprises （SME）, State Development and Reform Commission will carry out SME technology innovation during the period of ＂Eleventh Five-Year Plan＂. The enterprise-entity and market-oriented SME innovation support system will be established and perfected cooperated with manufacturing, learning and researching, in order to promote SME independent and cooperative innovation, strengthen their competition power and accelerate SME＇s healthy and rapid development.
