摘要
国际上常见的建设工程项目管理模式有DBB、DB、CM、EPC、PM等,在不同的项目管理模式中,建设各方的权利和责任也不一样。建设部于2004年11月16日发布《建设工程项目管理试行办法》,标志着我国建设项目管理与国际接轨迈出了一大步,但由于我国建设工程法律法规体系与国际惯例不一致,投资体制还存在缺陷,建设企业竞争力不强,对现代项目管理模式不熟悉,因此我国现阶段还无法大规模推广现代项目管理模式。
There are common patterns of construction management in the international projects, such as DBB, DB, CM, EPC and PM etc. For different patterns, the rights and liabilities of the partners are also different. The acting regulations for the project management issued on November 16,2004, by the Construction Ministry of P.R.C, marked the milestone for the internationalized of China project management. Due to the following reasons, such as the difference of the law system for the construction to the international practice, some major negatives existing in the system of investment, the weak of the competitiveness for the construction enterprises, being strange to the modern patterns of project management, the modem patterns of the project management could not be widely practiced in China at present.
