摘要
分析了当前国有煤炭企业在招投标操作过程中存在的问题。着重从转变思想、提高认识;设置招投标管理机构、完善岗位责任制;制定招投标管理办法、完善管理制度;明确目标、规范操作、推行目标管理;强化监督、完善监督管理制度;利用现代管理手段、建立企业信息管理中心等六个方面论述了依法建立和完善国有煤炭企业招投标机制的有效方法。
The present article analyses the existing problems in the process of tender and invitation to tender in the state - owned mining industries. The author proposes the effective ways to establish and perfect the mechanism of tender and invitation to tender, transform thoughts and deepen the understanding; set up the mechanism of tender and invitation to tender, and perfect system of post responsibility; work out measures for tender and invitation to tender, make clear the aims and normalize the operation; strengthen supervision and perfect supervision system;make use of the modem means of management and build up information center.
