Countermeasures of Optimizing Teacher Resources at Primary Level

搞好小学教师资源优化是推进小学教育现代化的一项重要工作。国家要尽快建立公平有效的公共产品供给机制,逐步减少城乡差别;建立和发展教师资源人才市场,逐步确立学校和教师在教师资源配置中的主体地位;建立小学教师流动制度,优化教师资源结构,促使教师资源结构在地区间的平衡;完善小学教师培训制度;根据各地的实际情况,逐步提高新教师的学历任职条件;加快教师专业化进程,实现小学教师资源优化。

Optimizing teacher resources at primary level is an important task in pushing forward the modernization of primary school education. This paper puts forward some countermeasures such as ： establishing a just and effective supply system of communal products as soon as possible to bridge the gap between rural and urban areas ; establishing and developing teacher resources to establish the main part status of schools and teachers; establishing a teacher floating system in primary school and optimizing teacher resource structure to balance it in different areas; consummating the training system of teachers; improving the levels of the academic and working qualification of new teachers according to localities; accelerating the process of teacher specialization and realizing the optimization of primary school teacher resources.
