Ecological crisis has been posed an enormous challenge for China＇ s social and economic development. To promote the balance between ecology and social development through ecological construction and management is today the key to China＇ s social and economic development. It is believed that government should fulfill the responsibilities of promoting environment education, advocating development of recyclable economy and improving environment administration for more sensible social development.
