执政理念是执政党对其执政活动的理性认识与理论总结,决定着国家的大政方针与发展路线。“建设有中国特色的社会主义”的提出,是中国共产党执政理念的第一次全面转型,表明中国共产党的执政思维由“夺权与革命”向“执政与建设”转变。而“构建社会主义和谐社会”的提出,则是党的执政理念的再一次升华。这既是对中国现实的回应,也是巩固中国共产党执政地位的必然要求。

The idea of administration of the ruling party, which determines the fundamental policy and development orientation of a state, is often the result of the rational understanding and theoretical review of its administrative experience. The announcement of＂ building socialism with Chinese characteristics＂ can be regarded as the first transformation of the administrative idea of the CPC, which indicates that the administrative idea of the CPC changed from that of seizing power and revolution to that of governance and construction. And the claim of ＂ Constructing a harmonious socialist society is further transformation of the administrative idea of the CPC, which is not just a response to China＇ s current reality, but also a necessary requirement for the consolidation of the ruling position of the CPC.
