摘要
在天然气照付不议条款下上游供气与下游调峰存在较大的矛盾。分析了上游供气的规则、下游用户市场的发展和天然气售气价格的定价原则,提出了解决调峰问题的方法,给出了用户市场发展的具体建议。
A sharp conflict between upstream gas supply and downstream peak-shaving exists under natural gas take-or-pay clauses. The rule of upstream gas supply, the development of downstream user market and the pricing principle of selling price of natural gas are analyzed, the solution to peak-shaving problem is put forward, and the concrete suggestion on development of user market is offered.
