摘要
本文通过利用最新解密的美国政府档案,分析约翰逊时期影响美国对联合国中国代表权问题决策的诸多因素,为研究冷战时期美国对华政策的提供有益的参考。由于国际形势的发展,约翰逊这届政府任期伊始,就感到美国在联合国中国代表权问题上的老政策难以延续,因而不遗余力地寻找新的手段以维持旧的局面。在多重因素的推动下,约翰逊政府经历了持续的决策争论和反复的立场摇摆,最终确立支持具有“两个中国”意味的“设立研究委员会”的决议案,作为防止其联合国中国代表权政策失败的主要手段。
Making use of the latest declassified American governmental fries this paper is purported to provide useful references for studies on the American decision - making on questions about China during the Cold War through an analysis of various factors influencing the Johnson administration's policy on China's representation in the United Nations. In view of the prevailing international situation at that time" the Johnson administration sensed soon after Johnson moved into the White House that it was difficult for the old American policy on China's representation in the UN to last long and therefore did its utmost to look for a new bottle to hold the old wine. Driven by multiple factors, the Johnson administration finally decided, after sustained decision - making debates and continuous vacillation in its stand, to support the resolution of the "Study Committee" with an implication of "two Chinas" as the main trick to forestall the failure of its policy on China's representation in this world organization.
