应把人力资源的开发作为基本国策

Development of Human Resources Should Be Regarded as a Basic State Policy

人力资源是社会经济发展的“第一资源”,它的基本内容是计划生育、科教兴国及劳动人事和干部人事制度改革。人力资源的开发利用能促进一国经济迅速增长,是技术进步的保证,也是社会进步、国家富强的前提条件。因此,我们应把人力资源的开发作为基本国策,充分利用好现有的人力资源存量,不断提高其素质,以解决我国在加入世界贸易组织后,经济社会发展中人力资源质量低下这一“瓶颈”。

Human resources are ＂primary resources＂ for social and economic development. Developing and using human resources serves to promote economic growth, is the guarantee for technological progress and also a prerequisite for social progress and the country＇ s prosperity and strength. Therefore, we should regard the development of human resources as a basic state policy, make full use of existing human resources and constantly improve the quality of personnel so as to meet the requirements of the country＇s foreign trade.
