新公共管理视角下党政关系的思考

Reflection Given to Relationship Between the Party and the Government in the Perspective of New Public Administration

20世纪70年代开始出现的新公共管理与善治理论,对一些国家的政党和政府产生了深刻的影响。同样,作为共产党领导的社会主义国家,我国应该按照党的十六届四中全会提出的“民主执政,科学执政,依法执政”的要求,借鉴新公共管理与善治的理论来处理好党与政府的关系。

The theory about new public administration and public governace which emerged in 1970s has produced profound effects on political parties and governments of some countries. Similaly, as a socialist country led by the Communist Party of China, China should well handle the relationship between the Party and the government according to the requiremerits of ＂exercising state power democraticaUy, scientifically and according to law＂ put forward at the 4th plenary session of the 16th Central Committee of C. P. C., and through learning from the theory of new public administration and public governace.
