About the Origin and Practice of the Concept of People's Sovereign Rights

人民主权思想由来已久。尽管各国宪法大都提及这一原则,然而如何实践,各国却不尽相同甚至相差甚远。产生这种现象的原因之一是大家对它的含义没有统一的认识和把握。文章主要阐述了人民主权思想的来胧去脉及在日本、俄罗斯等国宪法中的表现,这对于我们统一对人民主权思想的认识有着重要的参考价值。

People＇ s sovereign rights are a time- honoured concept. Though mention is made of the concept in the constitutions of most countries in the world, there is some （sometimes much） difference in its practice between different countries owing to lack of unified understanding of its meaning. The article expounds the ins and outs of the concept and its embodiment in Japanese and Russian constitutions to help us unify our thinking.
