This paper describes a novel active measurement tool called COPP to estimate end-to-end available bandwidth, The principle of introducing packet pair into self-induced congestion makes COPP obtain a measurement result, under the lowest overhead with an only cost of a sequence of packet pairs whose transmission rate is growing, We discussseveral issues about COPP in detail, such as the detection and response of probe packet loss and process switching We test COPP in several simulations and find that it provides relatively optimal estimates with fewer overhead compared to other estimation tools.
