摘要
结合电能计量的特点及计量新技术和新产品的发展动态，提出了三级分布式电能计量管理系统的概念，并在总体结构、功能设计、系统配置及特点等方面进行了概要论述。
This paper discusses the feature of the electric power metering and its trend of development. The concept of electric power metering management system for three-step distribution is proposed. A brief description of the general structure. functional design and configuration of the system is offered.
