针对城市水业投资量大、周期长、收益低的投资特征,研究分析当前中心城市投融资体制改革现状,进一步阐述投融资机制设计的基本原理和设计原则,提出进一步加大政府投资规模,在政府投资基础上发挥城市政府的资金的引导、担保作用;完善相关政策,充分利用多渠道的商业融资手段筹集资金;建立促进水业企业竞争、保护产权的有效制度;健全完善城市水业领域监管职能;提高城市水业领域政府投资决策的科学化、民主化水平;在引进外资的同时引进先进技术和管理经验等建议。

The infrastructure of urban water industry is one of the important basic facilities for a city.As one of key investment fields of urban basic facilities,it is of strong investment characteristics,and it occupies certain proportion in the investment structure of central cities.The current situation of investment and financing system reform in central cities is analyzed,and the basic principle and design principle of the system of investment and financing are further realized.It is favorable to understand the strategic thought of innovation of the investment and financing system of water industry,and to improve the investment and financing system meeting the development of water industry in central cities.
