明晰各方职责 加强流域管理

To determine individual responsibility,to strengthen basin management

针对我国目前水资源管理条块分割,流域管理的权威地位没有真正确立的现状,建议:我国应在区域管理服从流域管理的前提下,通过明晰水利部、流域机构和地方水管部门的职责,建立事权划分清晰的新型流域管理体制。

With regard to the status in quo of water resources management in China,authority of basin management has not been truly established.Some suggestions are given: under the prerequisite of regional management subjected to river basin management,Chinese government should determine responsibilities of Ministry of Water Resources,river basin organizations and local water authorities,and establish a new river basin management system with distinct duties and responsibilities.
