摘要
非义务教育的公办学校转制,是推进教育体制创新,实现办学形式多样化的有效途径。转制的最终目标是转换所有制。转制只是形式、手段,发展教育才是目的。由于对转制内涵的不同理解,形成了改制模式的多样性,然而,改制不管选择哪种模式,明晰产权、确立产权归属是学校转制的核心。
Transformation of public schools is an effective way to promote the innovation of education system and to diversify the forms of schooling. Transformation is a way which helps to transform the ownership, and its aim is to develop education. Due to different understanding about the transformation, there come various models of reformation. However, no matter which forms will be chosen, the core of transformation is to clarify and determine the property right.
