试论城镇组团式规划的区域协调模式的选择——以中山市东部组团发展规划为例

SELECTION OF REGIONAL COORDINATION MODE OF COASTAL REGION IN ZHONGSHAN

以广东省中山市东部组团发展规划为例,针对城市“内部”区域协调的问题,围绕应该如何选择行之有效的区域协调模式进行了探讨。参考国内外的先进经验并结合本规划区域的实际情况,总结出5种协调模式,分别进行了行政成本与行政绩效的比较分析,最终建议以联席会议方式和撤镇设区方式相结合的“1进1方式”为中心展开协调机制的建构。

With planning of coastal region of Zhongshan in Guangdong province as a case, this paper discusses how to select an effective mode for regional coordinated development aiming at the problems arising from the inner-region coordination. It summarizes 5 coordination modes according to the city＇s current situations and international experiences. By comparing their administrative costs and achievements respectively it proposes to construct a ＂1 ＋1＂ pattern coordination mode combining the ＂join meeting＂ mode with ＂transforming towns into urban administration＂ mode.
