Two Weapons by Which the Government Intervenes the Market——Conflicting Relationship between Competition Policy and Industry Policy

竞争政策和产业政策往往是在市场失灵的情况下,政府运用“有形之手”干预市场的武器,但两者的侧重点却大不相同。由于目的和达到目的的方式的不同,两者之间就不可避免地存在一些矛盾。通过考察各国经验和分析我国国情,认为我国应该坚持竞争政策优先,重视产业政策的原则,以产业政策为矛、竞争政策为盾,提高我国的竞争力。

Industry policy and competition policy are two weapons by which the Government intervenes the market when the market is out of work. However, they work in different ways. Owing to the differences in purposes and working ways, there is inevitable conflict between them. A detailed analysis to the practices of different countries and the present situations in our country shows that we should give preference to competition policy and at the same time emphasize industry policy. In this case, they can coordinate well with each other and the overall competence of our country can be upgraded.
