本文以医院医疗综合楼项目的安全管理为基础,提出用全面质量管理的理念指导基建项目安全工作的思路。作者描述了在这一理念指导下,项目安全管理体系的内容和实施方式。

Based on the security management of clinic building in the hospital, the article put forward the thought that Total Quality Management instructs the security of infrastructure project. The author described the content and implementing methods of project security management system guided by this idea.
