摘要
在公务员行政伦理建设中,应努力寻求行政伦理实践中的可操纵性的途径和方式。行政伦理的规范、观念与活动的三者之间的相互作用,构成了行政伦理实践的内容结构。行政伦理的他律和自律,是行政伦理实践的动力机制。从客观责任到主观责任,是行政责任意识的形成过程。行政伦理实践的目标,首先是使公务员形成普遍的、完美的行政人格,最终目标是提高公务员的行政行为能力。应着力解决行政伦理实践中的利益冲突和伦理困境问题。
During the construction of civil servants' administrative ethics, it should make great efforts to seek effective approaches and ways in the administrative ethical practice. Interaction among norms, ideas andactivities of administrative ethics, which constructs the content and structure of administrative ethical practice. Disciplined by others and self--containment of administrative ethics are the motive mechanism of the administrative ethical practice. From objective responsibility To subjective responsibility, this process is the consciousness of administrative responsibility formed. The practical goal of administrative ethics makes the civil servants form the general and perfect administrative personality at first, then the final goal is to improve the civilservants' administrative capacity. It should make effort to solve interests conflict and ethical predicament in administrative ethical practice.
