During the construction of civil servants＇ administrative ethics, it should make great efforts to seek effective approaches and ways in the administrative ethical practice. Interaction among norms, ideas andactivities of administrative ethics, which constructs the content and structure of administrative ethical practice. Disciplined by others and self--containment of administrative ethics are the motive mechanism of the administrative ethical practice. From objective responsibility To subjective responsibility, this process is the consciousness of administrative responsibility formed. The practical goal of administrative ethics makes the civil servants form the general and perfect administrative personality at first, then the final goal is to improve the civilservants＇ administrative capacity. It should make effort to solve interests conflict and ethical predicament in administrative ethical practice.
