跨国水污染所引发的社会危机及其对策分析

Social Crisis Caused by Transnational Water Pollution and Its Countermeasures

跨国水污染是当前危害国际公共安全,破坏区域生态环境的一个新问题,其危机的发生既有追求经济利益至上的主观原因,也有制度建设滞后的客观原因。因此,对包括我国在内的各国政府来讲,就须认真弄清跨国水污染社会危机发生的原因和危害,并从加强国际间的合作与交流和建立长效危机应对管理机制方面来预防和应对此类危机的发生。

Transnational water pollution is a new matter that endangers the international public safety and damages the area entironment. The reasons causing transnational water pollution include both subject factor of over-thinking for economic interest and object factor of outdated system. Therefore, goverrunents of all countries must make clear the reasons and its damage, prevent and cope with these matters by strengthening international cooperation and communication, building long lasting managing system for dealing with such crises.
