“十一.五”规划的出台为我们未来五年绘制了美好的发展蓝图,同时也对社会各领域提出了切实要求。如何为社会发展构筑制度化空间则是法治的重要课题。其中频发的公共危机给我们带来哪些思考,我们应如何进一步总结成功的经验、汲取失败的教训,以弥补目前的不足,从容应对不测之危机,行政法治应当作出积极的回应。对此应当从行政法基础理论到具体制度构架予以全面的考察。

The llth five-year plan provides us with the blue print of development, also puts forward the solid request to each maim. Then constructing the systemized space for the social development is an important topic of the rule by law. Among them, what did the public crisis bring for us to consider,how should we tally up the successful experience and draw the precept of take the failure, to make up the existent shortage, and deal with the crisis of the unpredictable calmly, the administration rule of law should make an active response. To this, we should give the overall investigation from the administration foundation theories to the concrete system frame.
