服务型政府作为一种新型社会治理理念,是从政府公共管理职能演变中发展而来的。因而从顾客导向、结果导向和竞争导向三个角度构建了服务型政府的基本理论框架,并指出服务型政府是构建和谐社会的有效途径。

As a new idea of society administration, the service government is evolved from the government＇s public management functions. The authors construct the service government＇ s elementary theory frame, which is based on the customer orientation, outcome orientation and competition orientation, and point out that the service government is the effective way to construct harmonious society.
