发行地方公债的理论基础与必要性

在阐述公共支出理论、公共产品理论和财政分权理论的内在规定及市场经济体制改革的发展要求的基础上,对当前地方政府发行公债的必要性和可行性进行分析,得出发行地方公债是加强基础设施建设、协调区域经济平衡发展、促进经济持续增长的有效手段。提出目前中国发行地方公债已经具备一定可行条件,同时也存在很多不利因素,但随着相关体制改革的深化、相关法律法规的颁布、市场体系改革的跟进,这些问题必将逐步解决。

According to the theory of public expenses, theory of public product, the inherence rules of fiscal power separated and the demand of reform of the market economy system this article shows, that, it＇s essential and feasible for the local government to issue public bonds under the current situation. The local government＇ s bonds will be an effective measure for the construction of infrastructure, coordinating balanceable development of local economy and promoting the sustainable growth of economy. At last, the local government has already been provided with certain conditions in issuing public bonds, at the same time, there are some disadvantage factors, but with the deepening of related reform, the ordination of law and regulations concerned and the progress of reform of market system, those problems will be well settled.
