对铁路政企分开的现实约束进行了分析，就理顺铁路运输政企关系做了初步设想；提出了建立铁路国有资产管理体制的基本模式；确立铁路国有资产投资主体的原则和可供选择方案，并就由铁道部授权试点企业原主管上级企业（铁路局）作为投资主体进行了具体构想。

The existing restrain of the separation of the administration of government departments from the daily management of enterprises is reviewed. A scheme is proposed for putting the relation between government and enterprises of railway in order, establishing the basic form of the state-owned poperty management system of railway, advancing the principle and available methods for establishing the investment main body of the state-owned poperty of railway, and making the former responsible higher enterprises(the Railway Bureaus) of the pilot enterprises authorized by the railway ministry as the investment main body.
